Oregon Draw Odds
Oregon runs one controlled-hunt drawing per series (100 buck deer, 200 elk, 400 pronghorn, 600 antlerless deer) in which residents and nonresidents compete together: 75% of each hunt's tags go to first-choice applicants with the most preference points and the remaining 25% are drawn at random among every other first-choice applicant, so a first-year applicant always has some chance.
Nonresidents are capped at 5% of a hunt's tags for deer and elk and 3% for pronghorn (one tag when a hunt has fewer than 35). You need a $193 nonresident hunting license and a $10 application per series by May 15; results are posted by June 12 and the tag ($660 elk, $500 deer, $443 pronghorn in 2026) is paid only if you draw.
Bighorn sheep and Rocky Mountain goat are drawn separately: a pure random draw with no preference points, once in a lifetime, with 5-10% of each hunt's tags going to nonresidents.

- 5% A ceiling rather than a set-aside: no more than 5% of a hunt's tags, and one tag in a hunt of fewer than 35.
- Pronghorn
- 3% A ceiling of 3% of a hunt's tags, with one tag allowed in a hunt of fewer than 35.
- Bighorn sheep
- 10% Sheep and Rocky Mountain goat tags run between 5% and 10% nonresident; this is the top of that range.
How These Draws Work, With an Example
Hybrid: preference + random: Say a hunt has 100 tags, shared by residents and nonresidents. 75 go to the applicants with the most preference points; if the last point level that draws has more applicants than tags left, that level is split at random. The other 25 are drawn at random from everyone who missed the points pass, so an applicant with no points still has a chance. Nonresidents can take at most 5 of the 100.
Random draw: Every applicant has the same chance: tags divided by applicants. No points count in this draw.
Buying Points
You can buy a Point saver in Oregon without applying for a tag. Pick the Point Saver as your first choice by the May 15 deadline (no other choices in that series), or, if you did not go through the draw for that hunt series, buy a Point Saver July 1 to November 30.
Points are on sale Jul 1 – Nov 30. Open now, closes Nov 30. Drawing your first choice spends the points you built. Points do not expire.
