"679" series ("Harney Basin Agri"/"Harney Basin Youth") -- a multi-unit agricultural-damage/youth antlerless hunt, not a single WMU. ODFW's own 2025 antlerless-deer harvest report lists its harvest under WMU 69 Steens Mtn, 71 Juniper and 72 Silvies, not under any standalone "79" boundary -- confirmed in harvest_deer_2025.csv (license_type='679A Harney Basin Agri'/'679T Harney Basin Youth', unit_code in {69,71,72}).
