New Mexico Landowner Tags
EPLUS, the Elk Private Lands Use System, has no acreage floor at all - the 2026-27 Primary Management Zone list includes a six-acre ranch holding an authorization - because allocation runs on weighted acres, deeded acres multiplied by an Elk Contribution Rating. Authorizations may be bartered, sold or traded, which makes New Mexico the clearest legal landowner market of the 21 states. The brief's A-PLUS pronghorn program does not exist: the Commission repealed it on May 22, 2018 and private-land pronghorn has been over the counter since 2019-20.
Checked against New Mexico Department of Wildlife rules, October 20, 2026. NMDGF became the New Mexico Department of Wildlife (NMDOW) under SB 5, 2025.
EPLUS (Elk Private Lands Use System)
same as any hunter
Hunting Your Own Land
A landowner in New Mexico needs the same license and tag as any other hunter to take big game on their own property. The programs below change who gets a limited tag, not whether one is needed.

Who Qualifies
| Species | Elk |
|---|---|
| Acreage test | No acreage floor: weighted acres equal deeded acres multiplied by an Elk Contribution Rating of 1, 1.25 or 1.5. Properties in subdivisions or towns that prohibit hunting are disqualified.1 |
| Land test | ✓ Deeded✗ Agricultural use within the hunt unit |
| Who may hunt it | Anyone who gets the authorization number and buys the licence - no owner, family or client restriction. In return, unit-wide ranches must admit other licensed elk hunters plus two scouting days. |
| When to apply | PMZ: apply in September, due Jan 5, with a cure period to Feb 1. SPZ and SMZ have no deadline and are processed from June; ranch codes renew Apr 1; over-the-counter licences from Jul 1. |
What You Get
| The tag | Primary Management Zone authorizations are unit-wide by default and ranch-only on request, except in GMUs 4 and 5A where all are ranch-only; Special Management Zone authorizations are always ranch-only; Secondary Management Zone enrollment yields a ranch code good for unlimited over-the-counter licences. Ranches with at least one whole authorization are Base; the rest are Small Contributing Ranches pooled into a weighted random draw with a maximum of one per year. The authorization itself is guaranteed by formula. |
|---|---|
| Set-aside | The public and private licence split per GMU is set by the relative public and private land area in that GMU |
| Transfer or sale | Yes. The landowner or outfitter sets the fee and NMDOW is not a party. Special Management Ranch authorizations are not transferable. |
| Going rate | Secondary only (nm_elkbros): roughly $3,000-$7,000 for a typical bull up to about $15,000; Unit 53 unit-wide listed at $3,500-$4,500 archery or rifle and $850 antlerless. Broker figures, not agency data. (market reports, not the agency) |

Richest published data of the 21 states: about 2,368 ranch records (783 Base, 1,585 Small Contributing, 1,342 unit-wide, 1,026 ranch-only) with acreage and authorization counts, plus an SPZ list and a unit-wide map. Ranch-only ranches are deliberately not mapped and there is no SMZ list. EPLUS is 19.30.5 NMAC, not 19.31.x. Market values are broker figures only.

Also on the Books
- Pronghorn ranch-wide agreements and PCRP: No acreage floor stated. Pronghorn runs on ranch-wide agreements and the PCRP rather than an acreage test, and private-land deer, pronghorn, oryx and barbary licences are over the counter. Not detailed here.
General Season or Limited Draw?
There is no general season for public-land big game: deer, elk, pronghorn, barbary, ibex, oryx, bighorn and javelina all drew on Mar 18, 2026. True over-the-counter products are bear, cougar, turkey, javelina statewide hunts, barbary sheep (unlimited BBY-1-300) and the private-land-only deer, pronghorn, oryx and barbary licences. Nonresidents buy the same OTC products at nonresident prices, and private-land licences are never valid on public land. The geography is GMUs overlaid by elk management zones (Primary, Special, Secondary), which govern EPLUS rather than the draw.

Things That Trip People Up
- Within one GMU a point can be public land (huntable by draw and by unit-wide licensees, never by ranch-only), a unit-wide ranch that must admit any licensed elk hunter plus two scouting days, or a ranch-only ranch requiring that specific authorization number.
- GMUs 4 and 5A invert the default: every PMZ authorization there is ranch-only.
- NMDOW deliberately does not map ranch-only ranches - 1,026 of 2,368 records - so a map answer is incomplete by design.
- There is no acreage floor, so an acreage-based finder will return false negatives: a six-acre ranch holds an authorization.
- Cite EPLUS as 19.30.5 NMAC; 19.31.x is the wrong part.
- A-PLUS (pronghorn) was repealed in 2018 - any page describing it as current is wrong.
